To, The Regional Transport Officer, Ernakulam (KL-07).
Subject: Request for No Objection Certificate (Form 28) for transfer of vehicle KL-07-CX-4321 to Karnataka
I, Pradeep Nair, am the registered owner of Maruti Suzuki Baleno, registration no. KL-07-CX-4321, chassis no. MA3EXXXXXX, engine no. K12MXXXXXX. I have relocated to Bengaluru for employment and intend to re-register the vehicle with RTO Bengaluru (KA-03).
I enclose Form 28 in triplicate, the original RC, valid insurance and PUC, my address proof in Karnataka, the bank's NOC for the hypothecation (loan closed on 12 September 2026) and the fee receipt. Kindly issue the NOC at the earliest.
[The RTO's NOC on Form 28 states that no tax is due, no court or police case is pending, and that the RTO has no objection to the vehicle being registered under another RTO.]
Signed
Pradeep Nair, Registered owner

Stamp paper, notary and signing
No stamp paper. Apply online on parivahan.gov.in (Vahan → Other Services → NOC) or at the RTO. The NOC is valid for 6 months; the new RTO then asks for Form 20, Form 27, the NOC, and road tax for the new state (with a refund claim from the old state after).
Common questions
Do I need an NOC for a short stay? No. You may use an out-of-state vehicle for up to 12 months without re-registration.
Is the BH series easier? If you qualify for Bharat (BH) series registration (central/state government, PSU, or private companies with offices in 4+ states), you can avoid state-to-state NOCs entirely.
Can I sell the vehicle in the new state instead?Only after re-registering there, or the buyer must do the NOC and transfer in one go.
