NOC from employer for a government job application

Most government recruitment rules require candidates who are already in government, PSU or aided-institution service to apply "through proper channel" or produce an NOC from the employer at the interview. Private employees are rarely required to, but some universities and PSUs ask everyone.

To whom it may concern,

This is to certify that Ms. Reshma Varghese (Employee ID 0412) is working with Kerala Gramin Bank, Kottayam Branch, as Assistant Manager (Scale I) since 12 July 2021.

The bank has no objection to Ms. Reshma Varghese applying for the post of Assistant Professor (Commerce) notified by the Kerala Public Service Commission (Category No. 123/2026) and attending the interview or examination connected with it.

If selected, she will be relieved as per the bank's rules on resignation, including the applicable notice period.

This certificate is issued at her request and does not create any liability on the bank.

What it must include

Employee's designation, grade and date of joining
The post, the recruiting body and the notification / category number
A line on how the employee will be relieved if selected (notice period, bond, if any)
Signature of the appointing authority or HR head, with seal

Common mistakes

NOC without the post or notification number — recruiters reject general ones.
Signed by a branch manager when rules require the appointing authority.
Not mentioning a bond or lien when one exists; it comes up later.

Stamp paper, notary and signing

No stamp paper. Letterhead and seal. PSC and UPSC want the NOC produced at the interview or certificate verification, usually dated after the notification; keep the original.

Common questions

Do private-company employees need this for PSC?

Kerala PSC asks for an NOC only from those in government, quasi-government or aided service. Private employees do not need it unless the notification says so.

What is "through proper channel"?

Your application is forwarded by your employer. Where that is not possible, most bodies accept an NOC at the interview instead.

Will applying hurt my current job?

You cannot be penalised for applying with permission; that is the point of the NOC. Without it, some service rules treat it as misconduct.
