Schools and daycares release a child only to the parents or to people the parents have named in writing, with a photo or ID. Use this for a regular arrangement (a grandparent every day), a specific day, or an emergency.

No stamp paper. Plain paper or the school's own authorisation form if it has one. Attach a passport photo of the authorised person; many schools keep it in the class file.
Yes if the child is handed over at a stop; give the bus attendant the same letter.
If a court order limits one parent's access, give the school a copy; the school will otherwise release to either parent.
